Controversial opinion: To defend against vote-importing, first generation immigrants should be allowed to obtain citizenship but should never be allowed to vote in elections.
I'm in favor of vote importing, if they come from Hong Kong or Cuba, that is.

Why even bother with citizenship then? Permanent Residency gets you pretty much all the benefits anyway.
