When people say that Canada has a ton of land and therefore we can let untold millions to immigrate here, they never remember to mention that most of it is uninhabitable, unless you undertook a massive and very expensive project that would make these areas only somewhat liveable.

You can build a town, but to make it economically viable when the only thing around is tundra, frozen in the winter, boggy and infested with black flies and mosquitoes in the summer, and not very arable (that means you can grow shit on it).
