The problem is not so much that universities exist or offer worthless programs, it’s that kids come out of high-school with no plan or real skills. These kids are told that university is the golden ticket to the good life, and so they go in and get a degree that still doesn’t give them any real skills, but they get a pile of debt.
A requirement for entry into university should be a submission of a plan of what you want to use your time in university for, and what you will use your new knowledge and skills for.
The biggest difference between Sweden and Canada's tax structure is the huge tax on the poor. In Canada, one pays no income tax on the first 14k or so. Not so in Sweden. Sweden tried the 'tax the rich' system and it failed miserably. 'Socialists' governments have destroyed their country's economy 100%. Dishonest lefties will tell you that Sweden is the exception. No! Sweden, while a nanny state, is more capitalist than Canada and honors its entrepreneurs better than Canada.
Take back the Bank of Canada and most of the country's debt problems will disappear.
Agreed. Government subsidies should scale based on market needs.
If you want to take a hobby degree, you get to pay full price.

I blame the guidance councilors that have been looking down on the trades for decades now.
"Tax the poor" is the Nordic model.
