It's hard to take polling seriously due to social desirability bias and the way that they frame questions. I find it really hard to believe that a significantly high percentage of 18-34 year olds approve of Justin Trudeau's job. $2000/month NEETBux doesn't offset social isolation, delay of starting families, chronic unemployment, delay of your academic career, etc.
I'm not a huge social butterfly or anything so I don't know a lot of people in RL to gauge public opinion. But in my personal life, 18-34 year olds typically think this lockdown is bullshit. While the polls and reddit/twitter give us the impression that 18-34 year olds are for it. And the people I know in RL who are for lockdowns are either people who live with their spouse and don't care about the others impacted, my boomer dad who is terrified of WuFlu or old bitter single people like my Gen X spinster sister who is bitter that six figure Chads don't want to commit and my Gen X gay bald friend.

It's not Trudeau locking them down. It's Ford, Kenney, Legault, Pallister, Higgs and so on. All "Conservative" politicians. Trudeau is just there and says "guys, I know the lockdowns suck, here is some money". For the youth Trudeau is helping.
Trudeau itself isn't locking down the youth directly. But he, his health minister Patty Hajdu and the Chief Public Health Officer of Canada Dr. Theresa Tam recommended lockdowns to the premiers.
And the federal government bullied the provinces into locking down by withholding CEBA money from businesses and God knows what else behind closed doors (ie. health care funding to the provinces probably).
The businesses themselves in Alberta and Ontario were pleading with Jason Kenney and Doug Ford to lock down because they pointed out that they don't have access to federal CEBA funds if they don't lock down. If your indoor dining is at 25% capacity, you are better off having indoor dining banned and getting CEBA money than operating at 25% capacity with no CEBA money
The federal government deliberately designed CEBA in such a way that you don't get it if you operate at limited capacity. You can only get it if you do curbside pickup if you're retail. Or takeout, delivery, drive-thru if you're a restaurant.
You're assuming that the average voter (especially the average voter under 29) even knows what CEBA is. 99% of non business owner don't even know what that is. All the hear is "Trudeau helps businesses in lockdown zones" and he got another plus point in their minds.
Also your point that CEBA is designed only for businesses in strict lockdown zones is not true. I know businesses here is Sask that received CEBA money and we never locked down hard as Ontario. If you want a loan/grant from CEBA, you don't have to have a business in a lockdown zone.
Anyone can pick and choose studies. This one says that Gen Z is left of Millenials.
