First you call by-law enforcement. If by-law refuses to acknowledge your complaint, get their name and badge number. Then you can make a complaint in a human rights tribunal.
Once they refuse to consider your complaint, you can sue them in small claims court.

I am very skeptical that a provincial human rights tribunal will rule in favour of an 'anti-masker'. They are compromised by crazy leftists that are more likely to punish YOU for non-compliance. (Don't think for a second they legally can't)

They can and should be sued. But this is the process you have to go through before filing in small claims.
