Doesnt really matter. Usury only exists to control governments and enslave populations. As long as you obey, the debt could be in the quadrillions and they wont penalize you economically. Disobey and theyll sanction you with other vassal states and drive you out of politics and get someone in that will do their bidding. Covid is going to be used as excuse for debt crunch and permanent enslavement anyways. You wont have to worry about it in a decade or so.
