Alberta doesn't control the money in the first place. Equalization is not an invoice sent to the legislature they could choose to refuse their treasury from letting the money out. Equalization is when you have the highest paid and the youngest workforce who require less federal services pay income tax, more income tax than comes back. So the ab government has no power to withhold the transfers.
We also let the CRA collect taxes for us then remit our portion back, we should do it the other way (perfectly legal option) where Alberta collects the taxes then remits Ottawa's share after.
