Nah. They were far more corrupt prior to Serpico.
Cops have always been cronies for the government. Mounties were originally made to straight up oppress and murder indigenous people. Starlight tours are just one example.
It's easier to catch them nowadays but anyone who becomes a cop to have some sort of power over people shouldn't be a cop. Vest cams are basically necessary for them to be decent people
