They never did, because they never tamed nature. They lived as primitives until Europeans brought technology.

They would have loved to be able to chop down trees and fabricate the logs into a house. If they could they would have built cities too. Instead, they made tents out of fallen branches.

Today, they won't lift a finger and try to better themselves. You can't even have a gas station in some places because they will huff the gas.
