I don't think you know what the terms "establishment" and "outsider" mean. Someone being an outsider doesn't mean they're going to have policies you agree with, it just means they're not members of their party's old boys club. That goes for O'Toole, who's only been in politics since 2012 and isn't of the CPC elder's succession plan.
