Romans 13:1 is superceded by Acts 5:29 and Matthew 22:21 /Mark 12:17/ Luke 20:25, but I'm sure you know that.
I've always believed that my life is in God's hands - some virus isn't going to take my life or hurt me unless God wills it to be so. I don't have a lot of direct Biblical support for that except general faith in God's total control.
Healing in the Bible is majority faith healing, with some focus on God providing all we need though food etc. The Bible specifically condemns sorcery/pharmacy (same word) which believes a tiny bit of poison can heal.
But many churches have thrown out faith healing as quackery. Partly because of the many snake oil salesmen.
So now a mild virus comes along, and supposed faithful Christians run in fear. Fear is the opposite of faith. It's very sad.
