Everyone where I live are up in arms and trying to change the airport name because of a betrayal or something but when I duck duck go it, I only get government records and wikipedia pages. If anyone can explain or drop a link, itd be swell. I'm also curious of how it makes the rest of canadians feel?

It's interesting but no great weight should be assigned to it. This is a person from the US embassy communicating to the US state department. It's unlikely he was privy to any secret Quebec strategy. This appears to just be an embassy worker speculating about what they think is really going on. It's no more a revelation than if someone had dug up an old newspaper and read an editorial saying the same thing.
