Honestly, 32+ years and not a single tour in any capacity whatsoever? I don't even know how someone gets away with that, let alone climbs to the rank of General with that sort of 'record'. That's absolutely shameful, even for rear-echelon types. You're not supposed to be able to get past the rank of captain without some operational experience.
One good thing about the military is that you can, to an extent, judge a book by its cover. A general with no real medals is extremely disgraceful. In fact, that's the first time I've ever even heard of a general with just a CD on his/her chest. Every other General looks like this.

What’s even more disgraceful is that a soldier can be promoted to general without any real medals. Clearly not merit based.
