If you are implying that Sowell is trying to 'make excuses for blacks', I would just have to point out that he does this cultural analysis with many groups across many different time periods, not just blacks. If you have read his books on race and culture and reject them, I won't try to change your mind. If you haven't read them, I would recommend that you do before making any conclusions about Sowell's concepts on race and culture.
I am not trying to be combative, but the attitude Sowell takes on many of the issues does not imply that there is a solution, let alone an optimal one. If anything, Sowell is very sober on the fact that the world has to make tradeoffs, utopia isn't in his vocabulary whatsoever.
