Maybe you don't know this, but 'deficit' is only the annual total of spending exceeding revenue. It is completely possible to spend less than you take in.
This isn't the same as the 'debt', which is the total amount that the government is in arrears for.
Tip: You have to deal with the deficit before you can deal with the debt.
