And no, consultation does not mean "proof is required to be demonstrated", it just means the government must get input from provinces in order to understand how the measure will affect those provinces before undertaking said measure. THAT's the point of consultation at every level. A province can object, but the fed can take that objection or leave it. A consultation is not veto power. It's just a consultation.
