In short, no. Without a PAL you cannot legally purchase a firearm. I wouldn't be surprised if the feds put the program on ice in order to control the number of people who can obtain firearms.
Your time to obtain a PAL may have passed. Time will tell.
If you are close to another province you may be able to obtain one there if their program is still running. I don't even know if that is legal to do, but it might be worth looking into.
I have passed all my PAL tests and have sent my photo and money into the government. I was a little late getting signatures due to work. It’s been about six weeks so far and no reply yet.
Flintlock, wheellocks, and matchlocks are legal to own and buy without a PAL, so are reloading supplies and powder, as well as firearms made before 1898 except for a few calibers.
That is actually a really stupid idea. You will goto jail for illegal possession, and you buddy would be charged as well. Secondly the government wants to put firearms in a bad light and you would only be helping them.

Here is how you do this, and legally.
No laws broken, A licensed PAL holder can take a unlicensed person to the range and supervise them while they shoot. Just don't store the firearm.

If you don't have it then of course you have nothing to worry about.
Yeah, but Critical Race theory states that should be a life sentence for being white.
