This is toxic. I can’t believe the government publishes this. Racism is bad; racial prejudice (against whites) is ok? It goes to great lengths to find a way to approve racist treatment of “whites.” Just call it prejudice instead of racism.
Meritocracy when it would help whites is bad?
The end is near.
