I can't speak for Air Force and Army. A few weeks ago everyone in the RCN got their shots. You could refuse it as I did but you had to go to show up to the facility to deny it. Those who did not take it can still go on sails. When a ship is going sailing the entire crew is put up in hotels for roughly 14 days until the date of the sail. So whether you got the experimental shot or not doesn't matter.
The first two promotions are time-based, not merit-based. Afterwards they are merit-based and if you don't conform I have no doubt you won't be promoted.

I've no doubt things will change. This is the situation at the moment though. I won't be serving another month from now. Good riddance.
