well, intent very much matters to the question of whether it's an experiment or not. If you're handing out the drug just to study the effects, it's an experiment. If you're handing it out to achieve the drug's practical effects (albeit with a degree of uncertainty about it's efficacy) it's a practical application.

They're distributing it to the entire population for practical effect. That's the opposite of an experiment.
