so they get millions if not billions of taxpayer money every year, do essentially do as they wish with - because if the provincial or federal gov tries to tell them what to do with it or earmark it, it's "STOP TELLING US WHAT TO DO COLONISER!"

A few years later "halp we have no money to repair our dilapidated houses!"

Give a bunch of street junkies and bums 5 million dollars to get 10 homes built or run XYZ...see how that goes. I'm not saying all Red Indians are junkies or bums (some are, like any other cross section of society) - but remove the incentive to keep something nice...
