For the "1 to 4 years" it's 5 in 1000, speak, 0.5%.
For the "5 to 9 years" it's 2 in 1000, speak 0.2%.
Same goes for the "10 to 14 years". If you add up all categories for children it's about 15%. Clearly you can't read graphs and you have issues with math. Good try.
It does include infant mortality, which is the biggest group.

The "less than a year old" category includes infants. In 1930 about the child mortality rate (including infants) was lower than 15%.
