If a Phalanx CWIS can reliably shoot down mortar bombs (which are much smaller than GBU-39s), what chance does a GBU-39 have of getting thorough?
Once again, you don't know what the fuck you're talking about. Like why would you even bring F-22s into this conversation ROFL. At least use an aircraft with anti-ship capabilities. Of course you'd have to know something about military aircraft in order to do that.

Sidewinders are IR guided air-to-air missiles. They do not track ships.
Even if you could hit the ship with the sidewinder by just firing it like an unguided rocket, it would only do a tiny amount of damage. Air-to-air missiles don't have massive explosive charges. Their warheads are just big enough to fuck up an airplane, and it doesn't take much to accomplish that. Because every pound of of unnecessary/superfluous explosive charge weighs down the missile and shortens its range. The warhead on a sidewinder is about 10kg, which is nothing to an 8,000 ton destroyer.
To get within sidewinder range of a destroyer, even an F-22 would be easily detectable to the ship's radars. Because (as I'm sure you don't know) stealth doesn't make an aircraft invisible, it just makes it less visible. Therefore, the closer it gets to the radar source, the more discernible it is. Unguided/ballistic sidewinder range is basically right on top of the ship. So your F-22 would be shot down before it could even attempt to lauche it's it's sidewinder at the ship.
This is all news to you because you don't know what the fuck you're talking about.
If you could just take out warships with small, $40,000 guided bombs, why would they be spending $1.4 million per unit for anti-ship missiles?
