These “homeless” people have all been offered housing by the city, but they cannot freely do drugs and operate bicycle chop shops in them so they refuse the offer.

Police had every right. There were several weapons found, people and police were assaulted.
These homeless drug addicts get way too wasted, lose all control, and create havoc for people in their vicinity. Some of them overdose multiple times a day, causing irreversable brain damage. They rely on the narcan to save them, instead of taking smaller hits. Many cross the point of no return, and are unhousable - including illiteracy and lack of toilet training. Many of them are predatory and violent. There is no hope for these people. They will never reintegrate back into civilized society.
There is a growing underclass, poisonous drugs are freeflowing, and societal blight is spreading like a virus.
I don't like the homeless drug addicts any more than you do but I feel absolutely 0 sympathy for the "residents" of these neighborhoods because they are probably 60% Chinese invaders. The Chinese buy up our housing, they discriminate against all non-Chinese, and Chinese gangs are often the suppliers of Fentanyl and Methamphetamine. If Xiao Ping feels uncomfortable walking to his $500,000 shoebox condo, that is at least some measure of poetic justice.
