It's a bad season, though these bad season are getting more and more common.
Also, it's not population increase in California that is putting strain onto the water supply. Agriculture in California uses more than 80% of the water supply and if you look at the overall water usage in California, it's the same as in 1960 despite the population almost tripling.

It's the lack of snow fall in the Sierras which is causing it.
