Municipal governments tell the police not to stop them. For one, there are leftists in the city governments who support the iconoclasm.
For another, if police were to stop them then that would colonial violence and a new leftist crusade will be born.
They need to be stopped by citizens. Human chain around the statue and a way to cut the lines they use top bring them down. Use their own hippy shit against them.
To be honest most Canadians couldn't care less about history and heritage, and nobody wants to take a stand against these people in public and risk going to jail and possibly losing their jobs.
