So no matter what their actual intentions are, even if O'Toole's plan was to put women back in the kitchen and deport all the brown people, he would still have to campaign on a moderate/centrist message if he wanted to have any hope of getting elected.
So really unless you know O'Toole personally, there's no way to know how conservative he's going to be. What you can't do is point at his moderate message and say "See? He's a Liberal!".
