Ok, so we can ban regular passports too? Those are taxpayer funded documents used to facilitate private travel.
Your entire line of thinking here is completely broken.
No vaccine, no vaccine passport obviously.
The whole point is to prove to the country you're visiting that you're vaccinated so they'll let you in.
Why is this so difficult to understand?
There will probably be a fee, same as for regular passports (I was incorrect when I called regular passports taxpayer funded).
