He did the same thing the Aussies did: defer policy-making to the medical establishment, who have a single KPI (no / fewer deaths) contra a host of key performance indicators that a politician ought to consider and base his decisions after (job numbers; GDP; consumer buying power; housing availability; etc.). He's now trying to assume the authority he's delegated over the past several months, in part to signal to his base, but also just as a matter of course. All the lefties he's made feel safe are now going to return to their red-cloth and all of the libertarians and conservatives he's alienated are going to relish in his titan fall.
The trouble is that there is no one in the field who is good; only worse options. If the Liberals win in 2022, a great deal will go wrong, but my sense is that Ontario will be thoroughly Quebec-ified to the chagrin of rural Ontarians.
We should have an exchange program: rural Ontarians to Alberta and urban Albertans to Ontario. Then we can just cement the divide and call Confederation quits.
