I agree that as of August 2021 (prior to the full roll out of the vaccines) 83% of all deaths occurred in LTC. There are plenty of news articles that discussed the cover story regarding lack of autopsy resources to process the deaths and a general push for cremation which leads to a conclusion that no one wanted to know what had occured in LTC during the 2020-2021 period.

It seems from that we can say enough evidence of a crime led the military (who was called in to help at understaffed locations) in Ontario and Quebec to declare that level of care in LTC was inadequate and lead in some cases to deaths. Those deaths were still considered COVID deaths.
