I remember reading about that guy who wrote the book that became the musical and film "Cabaret" (which about the1930s weimar period) used to travel to Germany from the UK for cheap starving male children to "engage" with in the later 1920s and early 30's (book is set in the time from just after hyperinflation in 1925 and 1931).
