I wouldn't take these numbers at face value. Yes fertility rate is decreasing, but mostly because there are fewer Christians. Christians themselves tend to have larger families and could grow the population easily, but it's harder when you are stacking the deck against them with taxes while giving immigrants money to be there. Hungary had no problem incentivizing people to have children.
