What is really concerning is the cops didn't make a verbal attempt to arrest him for trespassing? They just started grabbing him when he wouldn't leave. The male cop should be fired for assault. The guy was being non violent, why not just say "Okay you won't leave?! I'm now placing you under arrest for trespassing. Please turn around and put you hands behind your back." If he refuses, then start to use force.

He just told him to leave, then immediately escalated to physical violence.
