The best way to challenge these violations of Charter Rights (s2, s7, s8, s9, s12, s15, s24 .. you get the point) is to tick the "not guilty" box of the Provincial Offense notice and take a bench trial.
Medical/health issues are the domain of prov govs and by-laws usurpring Provincial rights contravenes the Municipalities Act and even the lowest infraction/fine judge can effectively render these tyrannical overreaches by a simple not guilty ruling.
