The (suspiciously) pro-China media sources in Canada do this shit all the time. They love to try to link the two Michaels, NGO workers with the various drug dealers with Canadian citizenship who get executed every year to make it sound like the two Michaels are in danger of getting executed to make it seem like we should arrange a hostage exchange with China, where release an international criminal in the vain hope that they release the two Michaels in return (something that China absolutely would not due as it would be admitting to the world that they randomly imprisoned NGO workers and used them as hostages.)
