Pretty much. He also loves to cast blame on other people then reward them for taking the fall (see Gerry Butts.)
I still can't believe he got away with the blackface incidents(!) by claiming he was a victim of his own privilege though.
If he wasn't actively fucking up the country I'd almost respect him. He's just so slippery.
