Looks like a yearbook photo.

Even in the 90s black and white photography in school yearbooks was the norm.

I think it might have something to do with typical yearbook photographers being members of a school's photography program.

They would use SLR cameras and develop the film themselves in the school's dark room. This photo looks like that. Now that this is all passe I'm sure the B&W yearbook photo is as well.
