If I remember correctly, Toronto Centre and York Centre are Liberal strongholds (I stand corrected if I'm wrong). So the Tories likely wouldn't win even if Bernier didn't run.
Maxime Bernier is not in the Liberal Party's pocket. He took his ball and went home because he lost the Conservative Party leadership in 2017 and doesn't want to play ball like Bernie Sanders is doing now with the Democrats after losing twice. Maxime Bernier is bitter he lost the Tory leadership but it's understandable.
