It's the health insurance that's publicly funded. Hospitals, clinics, nurses and doctors are all private entities. They don't get paid unless someone uses their services, in which case they bill the government in the same way they'd bill an insurance agency.

Pushing back countless necessary surgeries is a bad thing. Emergency service abuse is a bit of a different thing all together.
