No. Unless the car is 100% coal, it uses less CO2 eventually.
EVs have a higher initial CO2 cost, but use less per mile than ICE vehicles.
So even in a state like West Virginia (91% coal) an EV produces less CO2 per mile.
The CO2 break-even point (where it becomes better to drive electric) in a green state like Washington might as little as 1.5 years, whereas the break-even point in a state like WV might be 6.1 years.

Well you have a point since ICE vehicles don't have any rare earth metals.
Except ya know in the spark plugs, alternators/starters, catalytic converters, o2 sensors...
And it's not like ICE vehicles don't have a lot of electronics - oh wait they do.
