Ontario conservatism is British stiff upper lip paternalistic conservatism rather than "murricca, fuck yeah, live free or die bitch!" type of conservatism. So this doesn't surprise me at all.
The left has this idea that anti-lockdown is about sucking off the rich. But the truth is the wealthy have been doing just fine during lockdowns. It's the small businesses that get rekt'd. The Conservative Party federally and provincially in Ontario have no problem with throwing small businesses under the bus. So as long as they keep getting donations from the wealthy. When the TSX is down 7.7% from Feb 20 (propped up by money printing of course), it's not a big deal for the wealthy compared to the small businesses who lost their fucking ass and all those workers who lost their jobs. Besides, Canada's wealthy are making their money on the housing bubble and foreign investments anyways. They don't give a fuck about the health of Canadian businesses. They invest in whatever gives them a ROI.
