Look how many problems Mexico has had over the past few decades, yet the US doesn't step in. I doubt they go into Canada unless something* like China starts to send troops in.
We become Chinas country sized beachhead and then the USA steps in.
I didn't want to write an essay on CIA drug running, slick Willy Clinton and Hilldawg's drug smuggling days in Arkansas, and many other stories relating to my country's involvement in the lands south of our border, but yes, the US deep state certainly have a role in the goings-on in narco land.
