I would argue that this is exactly how 'democracies' are NOT supposed to work at all. Third-world banana republics work like this (which is exactly what we are at this point).

Here's what I'll tell you. You're right that nobody has cowboy'd up yet, but that time is coming. Human nature dictates that people will only be pushed around for so long before something happens; and when those things 'happen' they usually end up really, really bad.
