It is very unclear according to this site.

Obviously, after November 30th it is saying you need to be vaccinated. But in between October and November 30th, it is very unclear and obscure what it means. It talks about in the process of getting fully vaccinated, but it doesn't actually specify and say you need a single dose, it just says in the process of it, along with providing a test. So basically, if I tell people I booked an appointment and am in the process of getting it, that means that I "have started the vaccination process".

Does anyone have any insight into this for me? I am calling the government right now to try and figure it out.
