Without the Johnson and Johnson vaccine they can max out the fear for another 3 or 4 months and then claim variants made the vaccines worthless. By fighting for the vaccine Trump is forcing the CDC to choose what's more deadly, the disease or the emergency vaccine they're touting and driving a wedge between the authorities and those thinking the vaccine might be their ticket to things being normal and exposing that it's not what those in power want, that this is one more goalpost that will be moved on us.
