Yes there is a conspiracy but you guys are missing the mark on this one. They are building these to quarantine 'new' Canadians (the ones who have 20 people living in a house and all work in LTC spreading Covid everywhere.)
Alberta has been doing this since fall of last year. Take a look at this article and ask yourself why they would be providing translators and 'culturally appropriate food' at these facilities. They also have Covid teams going into 'high risk' neighborhoods and handing out pamphlets and shit in multiple languages.
These variants they are fearmongering right now are bullshit but the P.1 coming out of Brazil is going to kill a lot of people and wreak legitimate havoc. Current vaccines won't do anything for it either.
