You are incorrect because you do not fully understand what the goal/intention is.
If you think such a system has anything to do it being competent or accurate, then you have played yourself. This is merely the window dressing.
The intention is to condition individuals into accepting (further) State-imposed limitations on their ability to travel, work, etc.
It is not important AT ALL whether it "works" or even whether people believe it legitimate. The only significant metric is whether people participate. This behavior indicates the conditioning has taken hold. They are then ready for the next set of conditions.
The intention is enslavement. The State compels and sanctions more and more of your daily behavior and perceptions. The same kind of psychological operation was run with terrorism as the pretext. Now you have a new pretext. Data is just a bonus. And garbage data can always be rectified.

If you are moved by Globalist activity (ie. you are reactionary) then they have stolen your attention and already know your next move.

- There is a highly organised, centuries old effort to enslave all of humanity. Rather, humanity has ALREADY been enslaved for centuries. The chains are just being tightened. This is a deep subject; I will refer to them simply as "Globalists".
- The TRUE power of Globalist control comes from THOUGHT. Psychological conditioning.
- They utilize "crisis" hoaxes to foment chaos and thereby provide pretext for the implementation of draconian laws and societal controls. Paid actors, operatives, and puppets manufacturing an "event" to be believed and accepted as "real" by the public. What for? Further control. There is no level of control they are satisfied with. These are planned many years in advance.
- "Society" follows because they have already been psychologically conditioned for centuries. The fundamental condition can be summed up in one word: AUTHORITY. "Authority" is merely compulsive THOUGHT but the slave is unable to free itself from this compulsion. Usually it does not see Freedom as a possibility but accepts Thought-authority as an immutable fact of life. All slaves make great efforts to justify the existence of this Thought-authority.
COVID-19 is one of these "crisis" hoaxes. Maybe the penultimate one.
You may wonder "but why is everything so obvious? If this is so 'highly organized' why aren't they making it believable? The whole thing appears absurd." YES, this is intentional. Therefore, the "absurd hoax" is means of cleaving humanity into those who believe a aluminum jetliner can disappear into steel building, and those who don't. Into those who believe masks have any effect on biological nanoparticles, and those who don't. The existence of the former allow policy to be set. The latter are just dragged along, bewildered.
Your authorities (political, scientific, etc.) are not "incompetent" but rather you're under the impression that they have some interest in their job or responsibilities. This is false. Many are just regular people and are controlled in the same way, believing whatever narrative is fed to them. They react accordingly. But many are bribed or blackmailed to simply execute whatever commands are given to them by their masters. What you are seeing is not "stupid behaviour", but "puppet behaviour".
