If you ask any "old stock Canadians" this question here in Sask, they will tell you it's the Frist Nation people. While it's true that First Nations are over represented when it comes to crime, you can see that there is a shift. More and more rural towns are struggling. Especially those not in the vicinity of Saskatoon/Regina or near a highway. Their population is declining, lack of jobs and opportunities. Now these small towns (filled with Canadians of European descendant) have the same issues as the people on First Nation reserves. Drugs, property crime, violent crime and so on. Out there nobody cares, because even if you call the police it will take an hour until they show up. These people then bring their problems into the cities. And while it sounds not real, the cities in Saskatchewan are more secure than the rural areas. The opposite is true for Ontario or Quebec for example.
