Property requirement to vote would solve a lot of problems, me thinks. Minimum value of $150,000, and only 1 person can be the designated voter for a jointly held property. Max 1 vote per person per jurisdiction (i.e. owning property in 2 different cities in 2 different provinces gets you 2 municipal votes, 2 provincial votes, but only 1 federal vote).
