now they've completely reversed that and rightfully so due to safety, if the ship goes down you want to be above deck, not below deck in your car

It's because of the fire hazard. Apparently car fires happen on ferries quite frequently:

Now imagine the entire crowd trying to escape through a couple of small doorways while the vehicle bay (packed with cars) is filling with smoke.
